Executive Director

Joshua Hopper
Executive Director, Columbus, OH
Joshua Hopper is an Air Force veteran and graduate of Troy University, holding degrees in business, psychology, and military studies. He spent ten years working in the tech and finance sectors before transitioning to the Executive Director role. A member of Grace Polaris Church in Columbus, Ohio, Joshua is married to his wife, Claire, and together they have two children. As a follower of Jesus Christ, he is committed to using his military background, professional experience, and leadership gifts to advance the mission of the Eagle Commission—supporting and equipping military chaplains to faithfully serve those in uniform for the glory of God.

He earned an M.Div. in Pastoral Studies and an M.A. in Evangelism at Biblical Theological Seminary, (now Missio). He then earned his M.A. in Clinical Mental Health Counseling from Liberty University. He retired from the military in 2023.
Support Team

Karen Foster
Administrative Assistant & Bookkeeper, Columbus, OH
Karen has lived and worked in West Virginia, Ohio, the Central African Republic, and Cameroon. She spent nearly ten years in U.S. accounting practices before serving more than thirty years in Charis ministries across Africa through Encompass World Partners. Her years in overseas ministry gave her wide experience in administration, cross-cultural ministry, and supporting local church leaders.
